Something's terribly wrong w/my roses

Please help...
I inherited 20-something rose bushes when I bought my house last year. I pruned them in January, fed them in April, and they bloomed just beautifully. As the blooms died, I removed the hips (I think they're called). Now some of the new growth coming in is terribly ugly. The stems are small and all spiky with deformed leaves. The buds are tiny and the ones that do bloom don't even look like roses --- all shredded-looking. What have I done wrong and how can I fix it? I live in Southern California.

Have you seen any hidden insects in the deformed flower buds? Any possibility to show us a picture of the demages and a small capture of the environment like the soil and surrounding.
