White bugs on Roses. H E L P !!!!

I'm writing this for my mother-in-law. She has had roses for years and this is new for her.

White tiny bugs are everywhere. The leaves are infested with these bugs. Eventually leaves die & the stem. The bud part of the stem wilts and just dies. She says you can hardly scrape the bugs off the leaves.

Does anyone know what this could be. My mother-in-law lives down in NC & I live in PA. She doesn't have a digital camera so I can't show pics. Your help would be appreciated.

I found out what this is on the web. It is called a midge & very hard to get rid of. My mother-in-law is working on it. They put some kind of granules in the soil as the life stage of the bug is 14 days.
