When to take a cutting from a rose plant

I have a rose plant (too scrawny to be called a bush, lol) and would like to start another one. This poor plant has been neglected and is a stem with 2 very long green stems growing from it. It does leaf (only at the top) and does have a couple of flowers on it. I live in SE Michigan so it is not doing any of this yet since it's still 30 degrees out. Last year it had the leaves and flowers. I know if I try to dig it up and move it, it may kill it. It is several yrs old. Not sure how to start another plant from the cutting or where to take it from on the plant. thanks.

I would take cuttings after they leaf out but before they bloom (or at the end of the growing season in the Fall).
