buying a new rose bush

hi I've just bought a rose bush I'm a total beginner at this and I am reading on the net that new rose bush shouldnt have new buds it should be completly dormant but the one I've been sold do have bud . should I still plant it or should I return back to the store for a refund what do you think will it still grow I did not see the bush before I bought it since it came in the mail
