Unhappy mini roses

Cheers--- I think my mini rose plant has spider mites. There are Tiny dark reddish/ brown insects on the undersides of the leaves and an occasional beginning of a web. I've always removed the leaves and webs and spray with neem or orange oil, yet it seems to be getting worse and I am actually concerned that the rose may be in real trouble now. It had started its spring new foliage growth but now has been dropping leaves and looks rather sad. Would an insecticide soap spray help this? Should I prune back the canes, and if so how much?
