What makes holes in the roses?

For the most part, my roses are looking really good this year but I have some that have little holes in the pedals. They look like someone used a punch hole on them. I did see a couple tiny worms on some flowers. Do they do that? I used Neem on them. Is there something else I should use? Thanks for any help you can give me.

Hello lilcee. Ken here in the Chicago area. Sorry to hear about
your rose problem. The little worms are probably the white larvae
of the rose curculio. It is a red to black weevil. It has a long snout.
Unfortunately, they prefer yellow and white roses. Try red and pink
next time you buy. The neem will help. Also, pick off the worms every
time you see them. Good luck and take care.
