Rose Galls

I have galls on one of my rose bushes, and from the reading that I've done, I believe that they are caused by the Gall Wasp (there are tiny holes in the galls).
The galls seem fairly old, and I'm wondering what approach I take to removing them.
Is now (springtime) the best time to remove the galls?
We purchased our home last fall, and I really have no idea how long the galls have been on the bush. The bush is about 3-4 ft. high.

I'm new to caring/growing roses...I've never had them at any of our previous homes..

3-4' roses may need a good spring pruning to begin with; hit the rose forum here to do some reading on pruning. Those galls may be a moot point as you should be pruning them down smaller than that already...
