Help!!! Small green worms on my rose bush. Aphids are one thing; where did these critters come from? How to rid (zone 5.)

Re your signature line question about forsythia: Forsythia should be pruned immediately after it is finished flowering. It blooms next year on the wood it makes this year, so if you prune too late, you cut off the buds for next year.
Cut back flowering stems to a new young shoot; or a strong bud. Especially on older, well established shrubs, to keep it renewed and vigorous, cut a few of the stems off just above ground level. Otherwise it keeps getting taller, with most of the flowering at the top of the stems.
But don't shear it!

Is this the green worm. If so this one is your friend. They will devour your aphids.
