I have a severe rust problem in my rose bush.
I don't use any pesticides due to a hummingbird raising chicks
in the bush 8 months of the year. I've read that one can spray
either sulfur or baking soda solutions on the leaves to suppress
the disease. Are either of these ok for birds and eggs?

The babies will be more interested in eating from their mother (she should regurgitate the food to feed them) so I would suggest using the baking soda and try to steer it away from the nest (while spraying) as best as you can. Then apply the baking soda mix to the nearby leaves by hand using plastic gloves so they will not absorb the liquid (but be careful of thorns). At worst, the babies will get a tummy ache.
