If it is a newly planted bare root rose, it will not be able to take up fertilizer until it has formed a network of feeder roots. The usual advice is not to fertilizer a new bare root rose until after it has bloomed. By this time the feeder roots should be sufficient to take up nutrients. If you purchased the rose in a pot and the pot is full of roots, then fertilize when the plant has approximately four inches of growth. JMO
