The soil where I live is mainly made up of clay and I am wondering how often should I apply fertilizer?

Don't add fertilizer; add humus!
The humus will add organic content which will add micorrhizhal fungii to the soil which will make minerals, nutrients, air and water available to the plant (adding organic fertilizers will allow regular fertilization without burn). Regular fertilizers are salt-based which is why they burn at higher application; they also destroy the delicate balance I was just talking about. Takes a little longer to get to good, but it's worth it in the long run...

Absolutely. Most garden and home centers do carry a bagged humus, and dehydrated manure is an excellent form of it to use. I've grown fond of Coast of Maine products to be found in our neck of the woods (New England and spreading) that compost seaweed, salmon, and seashells in with the usual twigs and leaves and does this stuff make plants jump!
