Rose Pruning

I have inherited several rose bushes and a climbing rose. The roses are generally healthy with masses of flowers. They are getting a little out of control as I have not touched them in two years.

At what stage can they be pruned, where do I cut and how ruthless can I be?

Ideally I would like to achieve manageable bushes that don't tower over the 6 foot fence.
