Used to bloom but no more

I have 8 tees rose bushes and they all used to bloom but last year they slowed down and it seems this year they have compleatley stopped. Also, there seems to be something eating them but I think I would still see the buds. I have sprayed them for the bugs. Also some of the leaves, which is hard to describe but I will do by best have shrunken like shinky dinks, weird analogy but best description. They are still very healthy looking bushes overall but no blooms Nor rapid growth like the first year. Help me pls. Thx much for reading. Jbj

It is odd not to have some blooms, Jbj. What varieties of tea roses do you have? What month would they normally start blooming? What USDA Zone are you located in? Do you suffer from Japanese Beetles in NJ? How about caterpillar pests? If you cannot post pictures of the leaf damage, can you take some samples in a transparent plastic sealed envelope to a local plant nursery, university or local Agric Extension Service for analysis. How much do you fertilize and how often? How much do you water and how often? How do you prune these shrubs?
