Ok so with no other way to explain this my roses have "Bumps" on the leaves. I will attach a picture of it and maybe someone can shed some light on this problem. Thanks!

It is unclear from the picture if I am looking at reflections on the leaf surface or if I am seeing signs of powdery mildew. If it is powdery mildew, high levels of powdery mildew can cause leaf distortion such as the one that you see. See below for more information:
