Dead Cane - Fall

Several of my rose bushes have some dead cane; when is the best time of the year to remove the dead cane? I live in Pennsylvania where winters can be harsh.
If you're sure it's gone, do it now; the rest of the pruning regime is a matter of preference and what kind of rose it is.
