Is my old rose bush half dead? Did I plant the new one right

I am planting new roses in a spot, but.....I am transplanting the others, I pruned them, some are nice and lively, but some are dead sticks, are these worth transplanting?

This is the first time they have been cut back ever
They have not been very showy the three years we've been here, maybe 2-3 flowers per year, and they die back very fast when it comes to August/September but its hot then here in Wv....
Here is the new one, is it down far enough?
