white hair like stuff growing from new rose bush

Can anyone help me...I am new to gardening and I have planted a new rose bush and on the ends of the stems a white hair like substance has started to grow out of it...is this normal? I have a photo but am not sure how to attach it to this...if anyone knows let me know.
