weak stem growth

My roses are giving me fits. This year the floribundas ( Victorian Spice and Royal Wedding and one hybrid tea Langerfield ) produced a ton of what appeared to be normal stems/leaves/buds. However they were thin and weak and would lay on the ground. Once they began to bloom, the weight was often too much and the stem would snap right off or lay in the mulch and beg to be mowed off. They did produce average blooms and the leaves appeared green and glossy as usual. I did prune them back in the winter to two or three stong canes. I live in the northern Shenandoah Valley...aka moderate to mild winters. Any ideas or should I stop fighting the urge to dig them up???
