Will my rose come back?

I planted a yellow mini rose in the front flower bed of our home last spring. It did wonderfully all summer long. I left the flowers on in the fall because I read it would help it prepare for winter. Then I put some mulch a few inches thick around it's base when it started to get cool out. It was covered in snow pretty much all winter until a few weeks ago.. The snow started to melt and I found some rabbit tracks all around my little rose bush. It's been EATEN down to just an inch or two high. Will it still be able to come back from only that much wood? :(

The roots were not damaged so it could put out new shoots. I assume that winter and fungal infections would not have caused problems. Since it has been a month since your post, can you tell us how is the plant doing?

It didn't come back at all :( I finally gave up and dug it up a few weeks ago.
