Rose buds being half eaten

I planted 6 bare root roses this year. They are just now budding. During the night something is eating half the bud. I don't know what is doing it. I have used insecticide for roses but it's not working. Any suggestions?

rose slugs? I am having same problems with my "love" roses but I just cut them as soon as I can for in the house anyway
I just look for them under leaves and start squishing
