bought a catalog rose....think it might die
horrible way of sending it via mail, completely bare root in a plastic bag with the roots all over the place, soaked it over night but no progress this was about 3 weeks ago, the branches are green but nothing different. Do you think it will survive?

If you still have green, it is still live. Scratch a little of the surface bark off and if it is still white, you are okay.
Roses take a long time to get established when planted, especially when they have been shipped bare root like that. It was probably dug from the field still dormant, and hasn't even broken dormancy yet.
Three weeks is really not a long time.
If you haven't already, do as Scott says and pot it up, keep watering it on a regular basis, but don't let the pot get soggy. Do not fertilize or anything yet.
Not to worry, just smile at it and be patient!!
