prickly ball growth on rose

Please forgive me, this is my first time posting on a forum, the best way to describe my problem is to post a couple of pictures, if someone would tell me how. But till then I will try to describe.........On what I believe is a floribunda, which I have had for several years. Never noticed this before, the are red spine like balls that grow in clumps toward the base and single on other areas of the plant even in the middle of a leaf. Please will this hurt the plant and what is it?

My guess would be rose crown gall.
