Do I remove the wax on new roses?

Hi everyone,
I am new to the forum...and a new gardener, so any tips would be well appreciated...
I recently bought a couple of rose plants, one bush and one climber ...when planting them found them to be covered in wax, there are no leaves on either plant...I followed the instructions for planting, but my question is do I remove the wax?
Also could you tell me if it is necessary to feed them weekly and how long would I have to wait before I should expect new growth?
