My patio roses seemed to have died but there is new growth at bottom of one of them is this normal and do I cut the old one away now?

The rose growing from the bottom is probably the rootstock and not the rose you purchased (own root roses are rare, especially for patio trees; I do not know of a grower doing trees own-root). If you do not give a potted rose winter protection your chanced of having that rose in spring is almost nil...

Most roses you purchase have been grafted. They use root stock from a sturdier rose bush (at least, sturdy in the root department, maybe more resistant to rot or nematodes or a host of other problems) and graft the desired rose on top - giving you a healthier plant.
I'd be curious to see what kind of blooms a root stock would put out.
