young rose

The rose above is about 2 1/2 years old. It was fond in a pot with a tree I was replanting into the ground. It was 4 to 6 inches tall then 2 winters ago. I did some research and found out it can take years for a rose from seed to have blooms. I was not expecting to see any buds. There is lots of new cane growth and starting to look like a mature rose. Is it normal for a young rose to produce buds so small?
