Milky spots on leaves

I don't know anything about roses I planted a rose bush bout a year ago or so. I seen 10 buds yesterday and was excited about my roses blooming again. This morning I looked and seen half a bud completely OFF. What's wrong with my buds?

Also, last time when I had roses blooming when they died I cut the stem above the first set of 5 leaves. Now all the stems leaves of each stem I cut have these dried looking milk stains on them. What did I do wrong?

Will my rose bush be ok? What should I do?

The milky stuff is probably honeydew. Check for aphids. If it is aphids, you could release beneficial insects (lady beetles, lacewing, etc), apply an insecticidal soap like Safer's or an insecticide like Merit or one of the Bayer's Insecticides (check the label to make sure it says it can be used on aphids).

The bud in the first photo looks like it's been chewed up. Japanese beetles and Brown beetles are notoriously fond of rose buds.
