We had a severe winter in Massachusetts and wondered if the lack of buds on two of our rose bushes means they're on permanent hiatus, or are they still "in shock" from winter's chill? How can I tell if they're alive?

You're up on the North Shore, right? It sure was rough up there; if you still aren't seeing any buds or growth or at least green in the canes, the news ain't great. Scratch away some bark until you get to the phloem layer (under the outer bark). If it's still vibrant green, you're okay. If not you may want to do some shopping for a new one...
