transplanting lilacs

I live in the Pacific NW and have a 3 year old lilac bush (from a cutting). When is the best time to transplant it?...or can I?

Yes, young lilacs actually transplant pretty easily.

It says transplant in fall, other places say transplant in spring. I think either way would work, the point being to move it while it is dormant, either after the leaves drop in fall or before it leafs out in spring.

Dig the hole in the new location first, so you can drop it right in, and dig as big a root ball as you can.
