Strange dusty bush in England

It's a little hard to see this bush very well, but here's a video (Link below photo). Does anyone have an idea what this bizarre bush is? It looks like it has pods or flowers (maybe cones) and when it's touched, huge amounts of something looking like pollen or smoke pour from it.

Here's the video:

Saw the video. Clueless on identification. Do UK universities have horticultural departments? If so that may be a good place to start. Did not get a good look at the foliage - not that I would be able to identify. Does the dust/smoke have a fragrance? Is it harsh and make yoou sneeze? Please keep us posted on anything you find out. Most unusual and interesting.

Duh :!:

Not paying attention Marc. You are from the US. Did you find this on line or on you tube? Have you gotten any more info?
Really curious.

I'm always posting weeds on Facebook so this FB friend of mine in England posted that video of a bush he found while walking his dog and asked what it was.

Why is the video quality so bad. Looks like a conifer pollen cloud.

I agree that the video quality is awful, probably from his cellphone. I will ask if he can make a better video of it.
