Since you didn't get an answer, I will make a stab at what I can. I think you are right about the black locust tree. I don't think you are right about bindweed. Bindweed is basically wild morning glory and has morning glory like flowers. However, it probably doesn't matter, because it is not likely to be good for the little tree to have a vine strangling it, so you still probably want to remove the vine.

Thank you. I didn't really think it was bindweed because the leaf isn't as shield-formed as everyone says it should be. But, I don't know what else it might be. There is a lot of it growing on both sides of the road. I'm glad to have the black locust confirmed by someone else.

I now think that vine is wild buckwheat even though I haven't found it listed as a wild plant in my county, Lenawee.
