Unknown Flowering plant

Was wondering if anyone could help me identify this flowering plant. It is in our neighborhood but nobody seems to know the name.
Location is Northern Virginia.

it's a clematis of some sort.

I'm pretty sure that's a Clematis. It s a vining plant right?

I thought Clematis, but there seems to be so many variations I can't seem to figure out what it is. (Or more importantly, how to get one for the wife)!

Thank you all for the help so far. Being that I am somewhat new to this, can anyone recommend a "Clematis" database that I might use to compare my picture to? I'd like to narrow down what version this one might be (if possible).

There are over 800 different types of Clematis, so finding this particular type may be tricky. It looks to be similar to 'The President' and 'H.F. Young' to me. Good luck, and if you get her a few different ones she will be that much happier. I haven't seen a person yet that didn't like these plants.
