Welcome! I think that might be tricolor sedum. I'm not positive, though. If I'm correct, it does flower with small pink flower clusterss in the summer.

Another possibility is Crassula ovata 'triccolor', and here's a pic of it. It also blooms, but only when it's really happy:

Both of these plants are, indeed, succulents.
