The 1st looks like rue. If so, a great plant! It is evergreen, usually, if goes back revives quickly come spring time. It was planted widely in the middle ages in Europe, brought here with the 1st Euros. It is said to ward of the plague, so good to have around... It is a sometimes host to the black swallowtail butterfly caterpillar.
2nd perhaps phlox?

Rue makes sense. I'm wondering if the other one is Dame's rocket.
