Help identify

Hi Folks,

Is this a weed or a flowering plant?

Can you tell us if they are/were bunch of seedlings or if they are shoots growing from a single root mat -- perennial growing from root mat/system?

I've seen it before and should know what it is, but I can't come up with it. But it is some kind of spreading ground cover. Don't think it is a weed, although you know that is kind of in the eye of the beholder. :)

I think it is plumbago/ lead wort.

If so it is a very nice ground cover. Spreads pretty quickly. Has nice little blue flowers in the summer and then fall foliage color. Easy care, low maintenance.
