Regarding spring blooming bulbs-daffodils, crocus narcissus etc.
Once the blooms are gone can the foliage be cut or left until it dies back?

You want to keep them until they naturally turn brown and die back. The reason for this is that they are now collecting and storing energy for next year's bloom.
