pruning

I have several coneflower plants that bloomed wonderfully this summer...right now those flowers are dying off...should I cut off the spent flowers? I did prune some the dead flowers and the stems that didnt have new growth on it. Some eone thought it would encourage more blooming.
How about balloon flowers? How do I handle dead flowers on them?

I prune the dead flowers off my balloon flowers nearly every day. I use siccors, and watch cause they weep white fluid almost immediately. I also prune of the dead coneflowers, daisy's and sometimes my potentillas. It never hurts to "dead head" flowers unless you want to leave the seeds for the birds (cone flowers).
