mulching garlic

I've just placed a layer of hay on the garlic, as mulch.
But the garlic is only 1cm high, so I've put the hay completely over the garlic.
Is that ok?

Thats what I do.

In the fall garlic grow roots mostly. Tops and bulbs won't really grow till spring.
