Here are some pictures I finally took of the silvermound and the healthy one next to it as well as the caryopteris...

Opp. Caryopteris do need to be cut hard back in the Spring. I think it looks fine. Their are leaves sprouting from the base which is how it should be. It should start to grow quite fast as the weather warms up. Seeing as you are zone 4/5 I just think it is a little slower getting going for you.
The Artemesia does look like damage from something on that particular part that is shrivelled. Could it have been splashed rather heavily with sun on the leaves maybe when the swimming pool was in use?

Thanks Jess,

The caryopteris has looked like that for over 6 weeks now. It's been over 30C quite a few times here....

It is quite possible that the pool water has splashed on it. We have a salt water system making it even worse I suspect...

thanks for the thougths..

ok so I went to the garden center this afternoon and took the weigela back. I got a really nice Minuet to replace the carnival as they didn't have any more carnival this year.

I took the photo above and showed them. The manager agreed it should have come by now and is probably dead. They exchanged it for a healthy sunshine blue, bluebeard. Now all I have to do is wait for the weather to cool down to plant....It seems really funny to say I have to wait for the weather to cool down
