Butterfly bush

Is it common for a butterfly bush to die back almost to the ground during winter and then grow back down low on the dead stems and branches.
There is always about 2 to 3 feet of dead plant sticking up in the spring but new growth comes from down low.

Yes, common in cold winter areas for butterfly bush to die back. Just cut it back almost to the ground in late winter or very early spring, before it starts growing again, or in early winter, once it is dormant.
