Plant ID Please

I'm not sure what this plant is. Its came up for the last 2 years. It gets quite tall .... guessing about 3+ feet. Is spreads like crazy.

Once Identified........how in the world do I get rid of it? I've tried pulling it up by it has vines under the ground that go all over and break off. The soil here has tons of small river rocks so its not feasible to dig down really deep because its just to strenuous on a person. Is there something I can spray on it to kill it once I give all of it away that people want.

Artemesia vulgaris "Oriental Limelight".

Normally sold as a bedding plant but it is hardy.

Are you sure that's an atremesia? I think it's a weed. I had the same plant in my yard. I pulled it and 8it came back. So I zapped it with round up. :)

Definitely a plant but then if it is a plant you do not want then thats a weed. We used to sell them as bedding pots where I worked. People loved them and we sold out regularly. Check this link for more info;
