Root mealybugs in irises

How do I get rid of root mealybugs in my irises? At least that's what I think they are. My irises fell over this year. The roots are light in weight and look rotten. There are lots of little oval shaped brown insects -- about 3/4 of an inch long in the soil.

Personally I've never had to deal with that type of damage but what I would do if faced with that is in the fall dig up all the plants and throw in the trash the roots that look damaged and let them dry over the winter and then replant in the spring hoping the winter would kill anything in the soil without existing hosts.
