TREE PEONIES: What the heck!

So I've been researching online on how to care for peonies, and a LOT of these people are contradicting each other. Which methods are right? Seriously. Is it accurate?

SIDENOTE- Will Root Control Bags hinder the growth of the Tree peony if I decide to grow it in a large pot? will it effect the bloom?
