Giant Hibiscus help

I have a stone covered area near my lake which has had beautiful Giant Hibiscus that grow on tall canes there. I usually just cut down the canes and the new shoots spring up from the old base plant. I did the same cutting yesterday but I do not see any new shoot yet. Is it to early for these new shoots to be showing or am I just getting too impatient. I live in the Cleveland area which is Zone 5 and we have had a very wet April and May with little to no sun. The temps have been cool also and I hope this is what is effecting the Hibiscus not to show yet. Any ideas?

Mother Nature can be baffling. Here in Charlotte we had a cold winter and I couldn't get any onions. You should see growth already even if little sun. More then likely it is just a fluke. It should come back next year.
