Dwarf Bearded Iris not blooming

[Just Getting Started]

I had a 20 foot long garden bed that had many Dwarf Bearded Iris growing in it. There were also many weeds and thistle growing in it so we got rid of the weeds and cleaned up the garden as well as added about 3 inches of new garden soil on top of the existing dirt. This was done about 3 Springs ago after they had bloomed. I did not expect them to bloom the following spring after we added the dirt; which they didn't but they did not bloom at all yet this Spring. There is plenty of green leaves on them but no blooms as of yet. Can anyone tell me if they will ever bloom again or do I have to dig them up and replant them?
