Tree Peony

I have a yellow tree peony about 15 years old. I have moved it 3 times and it still blooms. However, last summer it started new growth and had 3 buds that didn't open because the frost got them first. It now has one bloom on it. Why does it bloom twice? I didn't know they were repeat bloomers.

Apparently yellow tree peonies are having issues this year. My yellow tree peony did not set any buds this spring, first time in 10 years. I didn't think too much of it at the time, the new growth looked healthy. We had some very hot weather in the spring that I thought may have messed with it a bit. It has 4 buds on it now and I expect them to open within a week if the sun ever shines here again.
