another mystery plant...please help.

I wonder if anyone could help identify this plant growing in my english garden. It was here when I moved in, and hasn't really done a great deal in the 4 months I'v ebeen here (Feb - Jun).

It hasn't grown very much at all, just filled out slightly. Its a bit slug-nibbled I know, but if anyone can identify it that would be great.

It looks like a hawaiian snow bush, Breynia nivosa. Most likely not hardy there.

I have a Spirea little princess that looks just like that. If that is what it is then it is a shrub that grows rather slowly.
Has it put off any blooms?
