fertilizing plants

When is a good time to fertilize the perennials? Also, what is a good fertilizer- I've used fish emulsion in the past- but I don't know if there are other fertilizers out there that are better.

No problem with fish emulsion and cats love it. Early spring or late fall is a good time to fertilize but if you have a compost pile just adding that would be sufficient or lay fall leaves in the garden and turn them under in the spring and if they are oak add some lime since most perennials do okay with neutral pH.
