small bushes

Any suggestion for small bushes no more then 4' height when mature? They will only get about 4 hours of sun in the evening. Prefer flowering that will come back year after year. New to this.

Also I need some same type bushes for shade.

There are some very nice small azaleas. I have several blooming now that will never get more than about 3' tall and wide. Mine are growing under the Rainier cherry tree in my front yard, and the catalpa and apple trees in my backyard. :)

Azaleas are a great suggestion. Other possibilities for the part sun area -- dwarf viburnums have lovely fragrant spring flowers, then berries that birds like; daphne has exceptionally fragrant flowers, ceanothus (New Jersey tea) has flowers that are attractive to butterflies; spirea.

For shade (the azaleas would work in either area) barberry comes in scarlet and some other colorful foliage types, dwarf hydrangea, dwarf mountain laurel- a lovely native broadleaf evergreen, with nice spring flowers.
