Jasmine not growing, dying leaves

We have a good sized jasmine (I think it's a confederate jasmine but not sure). It's on a trellis up against a south facing fence. I started to do some pruning, planning to just cut off the dead leaves. The more I looked at the plant it seemed like everything was dead. There aren't any new shoots or buds. The leaves are brown. They don't just fall off, you have to pick them off. The plant doesn't appear to be dead but nothing is growing or getting bigger or anything. The Pacific Northwest is rainy but the soil drains well.

My questions is should I keep the plant or pull it up and start anew?

I think it might be helpful if you could post a picture of the plant for us. Some clear close-ups of leaves and stems would be best. It's hard to tell what the problem might be just from a verbal description.

I have exactly the same problem only worse across the river here in Vancouver. Our jasmine is also on a south facing fence. It has always been happy there and was lush and blooming all last summer. Now the majority of the plant looks dead. The leaves are falling off, but most are just brown and still hanging on. There are only two or three small areas where the leaves are still green but even those look like they are wilting. It has always seemed to die back a little during the winter, but never as bad as this. Last winter wasn't as severe as the winter of '08-'09 either. We really like this plant and the wonderful fragrance it fills our back yard with all summer I hate to see it go. It may be too late to save it but I'm open to suggestions. Thanks

We had a hard winter in the S.E. so some plants bit the dust. I had hollies that died back but I checked today a nd new growth is strting to sprout so I'll wait a while longer before pruning. The Chinese Witchhazel was hit hard. It looks as if you got some wind burn so you may have to do some pruning. Check the cambium and make sure its green .

When I scratch the stems, there is green under some branches but not all. Should I prune the dead branches and keep the living branches?
