Solid organic fertilisers like seed & bone meals, and wood ashes, are said to be slow release; nutrients don't become available early enough for plant starts.

If I soak these ingredients in water will the liquid make a quicker-release fertiliser?

When starting seeds I use potting mix that has the slow release fertilizer already in the mix. There is not enough to burn the tender seedlings but just enough to help them grow. If seedlings are falling behind and need a boost I use the blue powdered plant food mixed with water at less than half the recommended rate.
